Normally, any construction project like this is done with kiln dried lumber. It's already had the most of the moisture removed. Any deck I've helped with has always used it and we used a removable spacer to keep the gap consistant as we laid and fastened the boards. I'd question him a bit further and ask to see the finnished result that he's done elsewhere. To me, it doesn't sound right.

Update - the wood had indeed shrunk and we have 1/4 inch gaps between the boards. man they must have been wet, straight off the tree!! I'm glad they didn't use cedar - it turns black and looks sooo ugly for years before it turns that mellow grey colour - we'll be in another home by then.
