My friend has a 1990 Safari in which the fuel pump comes on when the battery is connected and no key in the ignition. What is going on?

    It could also be the oil sending unit.

    I think the relay is only used for starting, once the engine is running the oil sending unit takes over.

    Sounds like the fuel pump relay is stuck. Check owners manual for location of relay panel. Once you determine which relay is for the fuel pump, you can sometimes swap it with one of the others having the same number, temporarily, in order to see if it cures problem.
