Nope! according to http://www2.ljworld.com/news/2003/jul/27/holy_hotcakes_study/ which is a local reprint of an originally more widely published news article, though Kansas IS flatter than a pancake according to some researchers, it is not the flattest state.
Depending on how one chooses to measure, either Florida or Delaware is the flattest state overall. Florida is the flattest measuring highest to lowest elevation points, and Delaware is the flattest measuring kilometer-to-kilometer.
