    Terrorism is a very broad term that defines a very very large range of guerrilla warfare.

    Generally, terrorism is equated to open warfare on citizens. The intended effect being that the terror inflicted upon the citizens will force them to concede to a set of demands for fear of further attacks.

    This is a tactic often employed by those without the military capacity to wage a war on an established military presence, and has been used to great effect throughout history.

    De-stabilization. Basically, creating a state of chaos and terror makes for an unstable society, thus it becomes easier for an external power to subjugate/dominate that society. The tactics of terror depend upon the manipulation of sociopathic misfits who see themselves as 'heroes' fighting for a cause. In actual fact, they are merely puppets and theri interests come very low on the list of priorities of the would-be dictators.
