Because the suits in the front office become more concerned about "milking the franchise" than maintaining the quality. Usually about the same time that the quality begins to suffer, the original creative team leaves the show. There's a term for that, ironically from the first example you give. I agree that's true with a lot of shows that run too long. They simply run out of good ideas and the show goes stale. Best to end a show on a high note than drag it out until it just dies.

Maybe all the good writers that started it got hired to new jobs since they were a hot item.

I guess they run out of ideas. Or, they're more obsessed with making money rather than keeping the quality of the show. That also happens with many Chinese & Japanese shows.
