One word of advice - don't let your children set up parental controls or help you! I know a family that did this and of course the net nanny wasn't actually blocking ANYTHING till I explained how it was meant to be used (kids weren't too happy then!)
Its called parental filter. Or for servers would be proxy. well for tat timing feature tat you describe you might need to purchase those softwares. but jus filtering there are many free softwares out there..
