The constitution not only protects citizens but anyone living in the United States. There is no such thing as an "alien citizen". If you are a citizen you are an american so a "citizen" and an "alien citizen" are one and the same. A resident is not the same as a citizen. I think in your question you may mean "resident alien". A resident alien has permission from our government to live in the United States. They do not have the same rights as a citizen, however, most rights that a citizen has are given also to a resident alien. The constitution protects the rights of both individuals equally (i.e.freedom of speech, press, religion) There are some things however that are not extended to non-citizens. Examples are: The right to vote in elections, obtain government jobs, travel using a US passport. If a US citizen has trouble abroad he will be helped by the US government, however a residnt alien may not be as he is not a citizen of the US and therefore the US has no obligation to assist them.
