If it's posted, "no right turn on red", then yes. If it's not posted, no. I guess they can give you a ticket if they want to, but it won't stick. You do have to come to a complete STOP before turning.

Some states still do not allow a turn on red, after stopping. this may be the case where you live. Some allow it, some do not. If your state allows a turn on red, a sign is not necessary. This should be a known traffic law, by the driver. I will say this, if you are from another state and your home state turn on red is different than the state you received the citation, you will probably win you case in court.

If there is a city ordinance or state law against turning on red in the place where you were pulled over, then yes, you can be cited for it. If you are not from that area and this is the case (assuming you made a complete stop prior to turning) then you can just let the prosecutor know that you are not from there and that it is permissible to turn on red where you are from, it will most likely be dismissed, if not, fight it in court, I would venture to say that you will win that one 10 out of 10 times.
