Her name is Stephanie Courtney. She a very funny actress who has been a member of the long running west coast comedy group "The Groundlings" and been in some great Adult Swim shows (Tom goes to the Mayor as the voice of Tom's wife Joy) and Tim and Eric Excellent Show Great Job! She has also been on the AMC show "Mad Men" many times and in the film "Blades of Glory".

Actually I'm not sure if we're referring to the same Progressive commercial. I'm referring to the Progressive commercial with the enthusiastic cashier in the heavy make-up.
