Is it printing as 4-color process or spot colors? There are thousands upon thousands of color combinations available with 4-color process printing, and spot colors simply mean picking a color and having it printed in spots with no 'mixing'. If it is spot color, someone is picking the wrong PMS color. You also need to consider the color of your paper. Yellow paper with blue ink will produce greenish blue, just as if you are mixing paint.
