I am looking for the best way to pump up my inner and upper chest muscles, I don't have any equipment and am currently doing decline push ups with extra weight on my back. Anything else I can do?

For the upper chest: Since you said you have no equipment, find something thats at least 10 to 30 lbs depending on your size and strenghth. Lay on a horizintal surface, preferably a padded bench. Hold the object at stomach level, then slowly raise it above your head then bring it back to your stomach. Do 2 or 3 sets of 10 resting a minute between sets.
For the inner chest, lay on the bench, hold a weighted object in each hand, then extend each arm out to the side. Now with arms almost straight bring the two object together at the middle of your chest. As if you were flapping wings. Do 2 or 3 sets of 10 resting between sets.
