It's almost always better to have some say in how your own life goes, so yes! Waiting for others to get the hint and do what you want is a low-productivity lifestyle. There are ways to let him know you're interested without being too aggressive: the main thing is to keep it "light"... a little bit of fun, a little bit of teasing, but don't let the message get lost in the comedy -- make sure he understands what you're saying.

You should make a move, because he might not know you are interested or might not know you are ready now. He might be still waiting for you to let him know you are ready. If you know he is single, you can ask him out. Or just do something small like have lunch together or something.

Of course she should make a move. As you wait, life is passing - if you are sure you want something to happen, make it happen. The question is purely how to do it in a "seemly" way. Which depends upon how traditional you want to be, at one end, and how fst you want things to happen at the other (i.e. do you want opportunitues to back our when you have only gon a little bit further. Easiest way: say "I've been waiting ages for you to ask me out. Are you thinking about it?". More than a girl is traditionally expected to say, but a guy has to nerve himself up to the smae sort of thing every time. Why should you have (this bit) easy. Or just say you want to go to - a film, say - and your regular companion is busy (because you told her to get lost), so will he accompany you?
