No not all the time. It just depends on the reason and situation. If the teacher likes to mess around and not get work done then yes

Sometimes. If the kid puts effort in then still fails it could still not be the teachers fault, they could just be a stupid kid, if everyone passed exams then why have them? "you can lead a horse to water, but you cant make it drink"

No because the teacher usually does everything they can to motivate their students to learn and so it's up to them to work hard at it and do there homework or whatever it takes to pass the class.

Well, look at it this way... If there are 30 students in the class and only one student fail, then there are 99% chances that it is the student's fault who flunked, but if there are 30 students and 10-15 fail then it is most probably the teacher's fault. So dont know what is your case.

I think teachers do everything they can to help the children pass. They also need the parents to help as well. Make sure there is a quiet place for them to do school work and quiet study time. Have your child read to you, and always be there to help with homework. Ask for a conference with your childs teacher to find out exactly what is going on, and what you can do to help. Good luck

It is impossible to determine where the fault lies without knowing a great deal more about the situation. A student could fail because the teacher didn't teach, or because the student didn't do the work; simply failing a class does not point to a problem with either person directly, merely the situation as a whole.

The answer can not be general. To know the answer to a specific student's failure, please do root cause analysis and find the answer. In this modern world it is the student's fault.If the student is not comfortable he/she should inform about to their parents and take steps to study and get good grades,just by blaming the teacher nothing is going to happen in the students life .
