I would try the credit union on base or the military family services unit (if that still exists). If unsure where to go, ask your husband's commander for some advice. The military used to help take care of their own and I'm sure they still do.

A credit card may take care of this. Visa is a good one.

You both may want to look at USAA. They do banking as well as insurance and are rated #1 in customer service in just about everything they do by Consumer Reports, Forbes, and other magazines. It's easier to get a loan through them if you've been a member for a while, but I'm pretty sure they'd still consider you.

Most small loan companies can advise you. You will have to prove that you can re-pay the loan. There will be interest charges, depending on the length of the loan. Your best bet would be the military credit union where you buy your groceries and supplies (PX or BX). You can also apply at the bank your husband uses.

You can ask your husband to get the loan for you.

Do not borrow money from any of these loan companies. Starve to death first. You will soon owe many times what you originally borrowed.
-
You husband can apply for a military loan. Or the other way he can co-sign a loan for you.
