Best for what?
Oregon has a more diverse geography (north to south and east to west), better skiing, better fishing, better wineries and probably more landscape attractions like Crater Lake, Mt. St. Helens, Coos Bay, Mt. Hood, etc.
Washington has Seattle which is a wonderful city with just about anything and everything to do, it's close to Victoria and Vancouver, BC (both great places in Canada), a rain forest, the San Juan Islands, a NFL football team, but I think less big-ticket items outside Seattle.
Oregon by far. I have to keep going back and back to oregon
If you consider the "Inland Northwest" I'd say Montana. For the Coastal NW, Oregon is by far the most diverse and scenic.
I love Washington, just beautiful scenery, good cities, doesn't rain as much as everyone says. But parts of Oregon are nice, too. I love the area around the Three Sisters best. Astoria is good, too. What are you looking for?
They are both amazing and beautiful places, in my opinion.
