  • Not usually. Having one's record expunged generally refers to minors as they reach adulthood provided everything on their record is a misdemeanor. It is unlikely that any crime comitted as an adult could be removed from his record.
  • It depends on where you live. Here in Canada, after 7 years you can apply for a pardon.
  • Your question is confusing. If your stepson already has a state inspectors job, then he wants to start over for what reason? Please explain. If your stepson served time in prison, his record will be forever.
