1999 cummins n-14 lost power, could only do 25 - 35 mph, changed fuel filter and now running 72 mph but engine rpm is only reaching 1600 - 1700 at max. can anyone tell me what may be the problem?

Change BOTH filters. The water seperator as well as the fuel filter. Also the ECM could be messed up, preventing you from reaching the required RPM in the big hole.

how many rpm did the motor turn at 72 mph before you changed the filter? changing the filter should have to bearing on rpm readings.
