It can't! It's either true, or it's not.

I worked an extra job, as a security guard, for many years. i worked at different department stores, catching shoplifters. Of those 20 or so years, i discovered the following: some people, that are too friendly with a security guard or the police, are violating the law, in some way. They read like a "whos-who" magazine. this has been proven to be true, over and over again. one assistant mananger, was especially over-friendly. we had missed money from one particular cashiers till. this occured for two months. decided to set surveillance on the till and company safe. one night, caught assistant manager, stealing money from described till. he was stopped and arrested. this person was too good to be true. he offered security, anything in the store, for half price. he thought this gesture would cover-up his thefts.

"Too true" is a shortened form of the phrase "That's all too true," which means "That's true, and it's too bad." For example: "Nothing is certain in life except death and taxes." "Too true" means "You're absolutely right and that's very sad, because death is bad, and taxes are bad, and uncertainty is also bad."

Sometimes truth is difficult to realise.. If it blows your mind then its possibly too true!
-
or maybe if you tell too much of the truth. Eg. What did you do last night? "had a nice night with my GF" as opposed to the too true statement of What did you do last night? "well i slept with my GF and we did this and this and this etc"
-
That I truly don't know the truth.
-
Because people throw around the word "true". Too true would be an absolute actuality.
