    Chi sao is often called sticky (or sticking) hands. Its a group of exercises/drills done with a partner that, aside from being compound drills (training, blocks punches breathing, etc in a neat package), teaches you to read a persons movement through touch and builds up your touch reflexes. Reacting by touch rather than sight is just over 4 times faster. Chi sau exercises teach you to use that reflex effectively.

    Chi Sao is sticky hands. But the rest of rkennedys' answer is correct. I studied Wing Chun.

    Fast Hands. From a person I talked to: Wing Chun is a form of kung fu. Chi sao is a part of wing chun that you learn. Chi sao technique is supposed to teach you to feel the opponents power/force/ momentum and you use it against them in your favor. see video.
