Does it tell you if someone downrated you?

You will see something like "Answer was rated Not Helpful (-5)" in your profile and activity summary. But it doesn't say who did it, all you can do is hope that someone leaves a comment as to why.

Yes, it notifies that you have been downrated in feedback. You can't tell who said it though and I find I get a few downrated as I'm quite opinionated. But I can only remember two people who have commented at the same time as downrating. One of which changed his negative points after discussion. I find that a little bit annoying but I can understand it, easier to disagree than understand a contrasting opinion.
