Depends what country you're in. Here in the UK there is a world of difference between the two. Mainly, colleges don't offer degree courses and often cater for people who are yet to go to University.

I think there is less difference in the US.

Apparenting none of the people who answered above has gone to a college or university.
A community college offers two year programs only (AA or AS =Associates degree). This is the freshmen amd sophomore level classes.
A 4 year college can offer 2 yr AA or AS degrees and also 4year BS or BA degrees( freshmen thru senior level classes)--you pick a speciality like teaching, premed, pre law, computer science, science, social worker etc)-
Universites can offer AA or AS degrees (2yr degrees) or BS or BA degrees (4yr degrees) and also Master's degrees (another 2yr degree) and PH.D. degrees .

    A college teaches one discipline.
For example: The College of Engineering, The School of Law, College of Math and Sciences, Business College, etc.

A University is an institution made up of several colleges.

Actually, a college by the strictest of definitions usually only offers an Associate's degree program; whereas, a university offers Bachelor of Arts degress and in most cases, advanced degrees such as Master's and Doctoral degrees.

A college can only give an AA or a BA degree.
AA or BA degrees can be transferred to Universities for higher achievments, eg: masters or PHD.
