If being born on Christmas day is tough on kids what do they get when their birthday only comes every four years?

    I'd say that would be the special occasion when the kids get a fantastic gift because anyone to be born on such an auspicious day deserves their heart's desire.
    If the child wants a bike then I would get one of the coolest bikes (and lock) around.

    Normal practice is to celebrate the birthday on 1 March for non-leap years.

    You are right. That being the case, let me amend my answer.

    You get them whatever you would get them for there birthday if it had fallen on just about any other day of the year. With respect to their presents, they are not going to care that their actual birthday comes around only once every four years.
