When my dog does that, I clean the spot with Bio-spot from Petsmart, and then spray with Lysol Disinfectant. He hates the smell of that.

There may be something wrong that the dog cannot express directly. A vet or better an animal communicator may help you to reveal the underlying issue and perhaps the appropriate steps to take to help your dog.

He is trying to mark his territory. Because he is neutered he cannot leave a proper mark. He keeps trying.

maybe you should buy doggie pads for him if hes going to pee in the house
