It's their personality. They are generally impatient and often short-tempered. They feel very 'passionately' about things and may often speak before they think.
I know this because I am married to the textbook high strung woman. God, I love her, though! :)

Well, my wife is talkative most of the time. She's extroverted, like most high-strung people are. I imagine anyone, men or women, can be high strung, but I've only personally seen it in women.
BUT, maybe I don't think of it the same if a man exibits those traits. Instead of 'high strung', I might think he's just a 'spaz', lol ;)
