    I have two theories:

    1. African elephants are living in wider planes than Indian ones, so they need higher sensitivity to far away sounds.

    2. We all know African elephants can fly further carrying a coconut than Indian elephants, because they can generate higher lift by flapping the bigger ears ... or was that African/European swallows. Hmmmm...

The ear flaps are primarily used to cool down the elephant, I would imagine having larger ears would act as a better 'fan' and it would be required more by the african elephant because of temperature. They have had plenty of time to change seperately of each other so even a slight difference in temperature could have a big effect.
