they don't always..but they certainly seem to try to.

There are oportunists (leeches) out there that has no limited overhead when they present something to high ranking military officials. They are in the buddy system and us lowly soldiers or sailors are the ones that has to suffer the failures in the field.

We don't ALWAYS. Actually the inverse is more acurate. Teflon, Pyrex and Corningware were developed for weapons, but not used as weapons, only ended up being used for cooking. Post it notes, the glue was being developed for civilian and military uses, and ended up just being used for post it notes.
