If you didn't give her permission to take the vehicle then report it stolen immediately. The sooner the better as she may try to sell it off for money. The fact that she moved and cut off her phones should be proof enough to the police that this isn't a simple domestic dispute - she stole it.
Take action right now. If the police won't take your report (they may say it's a simple scuffle) then ask them what they recommend.

my ex-girlfriend has title on the vehicle that I am driving and gave me permission to drive it as long as I keep up the payments which I have been doing for 4 months, but when I asked her to get new tags and where I should send the money, she refused to answer my calls, and now she has reported it stolen...I want to return it to her but she won't answer my calls to make arrangements to drop it of and I don't know her new address
Unless you have an agreemnet in writting that the car was a gift for her she had to give it back when the relationship ended or take over the payments you're kind of stuck. The only thing going in your favore here is that the car is still registered to you. You need to contact a lawyer in your state to see exactly what you can do to get the car back. I would say you shoul dsue her for the money you've paid since the relationship ended. And let this be a valuable lesson not to buy expensive things for girlfriends.
To the Anon that answered with the story about wanting to turn the car back in... I suggest that you approach a police officer with the vehicle and tell him that you are not the registered owner of the vehicle, explain your situation, and ask him if he can somehow tell you who is the legal owner(Bank, finance company, etc). Then using the internet, find the companys phone number or local address. Call them or go see them and explain that you want to surrender the vehicle. YOU DO NOT HAVE TO PAY THEM A DIME. Worst case, leave it in thier parking lot and give them the keys, even if they refuse. Best case, get some documentation with contact info, time and date of surrender, and save that paper after making copies, maybe even notorized copies just in case. Also, since you are not the registered owner and not responsible for any kind of payment, you can simply take it to a police station, surrender the vehicle to them(make sure to get some kind of documentation) and they will put it in thier impound lot until the lender finds it there. A sure fire way to rid yourself of the problem is to leave the car parked in a handicap stall at a police station, just walk inside and give them the keys, or just walk away leaving the keys inside the locked car. They will impound it and your ex will be responsible for all fees. I JUST HOPE YOU ARE NOT TRYING TO USE THIS SITE FOR CLUES ON HOW TO FIND AN EX THAT IS RUUNNING FROM YOU, THAT WOULD NOT BE COOL AT ALL DUDE, IF SO, GO SEEK MENTAL HELP.

If your name is on the title then it is your car. Report it stolen. She can't sell legally without your signature because your name is on that title.
