Does the USA goverment provide loans/bursaries/grants to USA students at university level?

Yes. Mostly it's loans. but many universities will offer full or partial scholarships (grants) to students with particualar talents/needs. Some universities are also negotiating on tuition-to make them more competitative/accessable. I don't know what a bursary is-sounds British.
