Mostly, you can't. At best you can find ways to contact agents and managers.
However, if you use some creative thinking, you might be able to get a message to someone, if you really felt it was worth the effort. For instance, taking out a full-page ad in Variety would probably get the attention of whatever celebrity it was adressed to, but there's no way to guess whether you'd ever get any kind of response.
