My daughter's 1999 Subaru Impreza has smoke coming from near the driver's side wheel with a burning plastic/rubber smell. The smoke abates quickly once the car is stopped. Could this be a stuck brake caliper and how musch should it cost to fix it?

Block the wheels and jack the offending corner up. Place the vehicle into neutral with the parking brake off and try to spin the wheel. The caliper should release from the disc almost immediately. If it is difficult to spin after a few turns, then the caliper is stuck. It will probably cost you around $350.

Also, make sure none of the plastic wheel well liners and splash shields have come undone and are rubbing against the tire or the ground. I have seen this do something similar to what you are describing as well.
