    Washington, DC.

    Technically, it's in the South. Maryland was a slave state but fortunately, it stayed with the Union as a Border State.

    The capital of the United States did not change during the Civil War. It was still Washington, D.C. The captital of the Confederacy was briefly Montgomery, Ala. but was shortly moved to Richmond, Va. where it remained for the rest of the war.
