Different states have different rules. However, if your state requires a front license plate, it almost certainly also specifies where it is to be mounted, and inside on the dashboard almost certainly isn't one of the approved locations. Contact your local department of motor vehicles for a specific answer.

The CA Vehicle Code law does require a front plate in California for automobiles and trucks which must be "attached to the front of the vehicle". It doesn't say where or how. Inside the passenger compartment is not the "front" and placing on the dash is not "attached". You may have to fabricate a mount. Newer cars come with mounts, but they are often not attached. A selling dealer should provide this service at no charge when you buy a car. BTW, it is also illegal to block any part of the front windshield except for a FASTRAK transponder, temporary registration or small parking permit. This would disallow driving with the plate stuck in the dash and partially blocking the windshield. This portion of law makes windshield mounts for GPS or radar detectors illegal.
