My blazer did that too when i had it.. must be rigged for impact or something. maybe ur not pulling very hard. i think i need to be a really fast pull of the belt for it to lock up.

The movement of the belt releases, by centrifugal force a lever which contacts a set of teeth. Because it actuates with centrifugal force you can pull the seatbelt out slowly (as if leaning forward to reach something) but in the case of an accident the belt is pulled out rather quickly engaging the locking mechanism. On your vehicle, it could be that the mechanism is broken or needs to be lubricated but I had a vehicle that was ok but it was difficult to get it to lock up when just pulling it out fast.
