Best advice is to first read your lease. see if faulty, dangerous, lack of maintenance, is grounds to break your lease. also, check with the police to see how many calls have been made to your apt. complex, where criminal activity has occured. Gather this information and confront your landlord. put the landlord on notice that if you are assaulted or hurt in any manner, that he personally, as well as the apartment owners, will be held liable. I don't understand the small price for changing a light bulb, compared to the safety of the renters and costly civil lawsuits. You now know what to do and how to do it. the rest is up to you.
