You do not require a passport to fly to Florida if your flight is a domestic US flight that takes off from one of the other 49 states, or territories. Even on domestic flights you do need valid photo ID and a passport is one form of accepted photo ID. If your flight starts from outside the United States and then lands in Florida -- you will need a passport (and maybe a visa -- depending on your citizenship)...even US citizens in that case would require a passport to get back in the US
