"As usual" works, and "per usual" works--they both mean the same thing. "As per usual," though, is nonsense. The "per" just means "as." Saying "as per usual" is like saying "as as usual."

It basically means "As usual" or "As always". In a sentence: "We won't be able to see each other as per" or "We won't be able to see each other as per usual" they both mean "We won't be able to see each other AS ALWAYS!" It's droll, ironic typically sarcastic about something that always seems to go wrong.
