since Layne Staley was a heroin addict himself i can't see him chastizing someone for being a heroine addict. I think it's more likely that the song was about his heroin addiction and the pressures it caused on the band and those pressures making his own drug use worse and the vicious cycle it caused. the first verse i think is about someone who was supplying him with drugs. that person insults him but layne needs him or her so he puts up with it for the need and feels small for it. the second vers i think is about the record company/band thing. and the last verse is about his addiction/his girlfriends' addiction
