    I think he is talking about the drugs and addiction that his girlfriend at the time was fighting. About getting lost in the addiction and becoming a different person when she was using. It's sad because about a year after the release of the song, she died of an OD. Here are the lyrics.

    since Layne Staley was a heroin addict himself i can't see him chastizing someone for being a heroine addict. I think it's more likely that the song was about his heroin addiction and the pressures it caused on the band and those pressures making his own drug use worse and the vicious cycle it caused. the first verse i think is about someone who was supplying him with drugs.
    that person insults him but layne needs him or her so he puts up with it for the need and feels small for it. the second vers i think is about the record company/band thing. and the last verse is about his addiction/his girlfriends' addiction

    I have always wondered if he might be talking about his Dad. Calling him up to congratulate him on making it big but really just wanting to come over and get high. But then he talks about the person not living past 25 and it seems like it's the girlfriend.
