Sure. Because the type of content that 'asks for downrates' is usually spam, offensive, or nonsense.
Why would someone ask for downratings? I don't even get why it's against the rules to ask for points. It's not like this is a big contest and if I get more points than you I get all the money, right? But, yeah, I see what you're saying.

Well, I don't honestly know Chris. You could try it and find out. I have never given a DR to anyone so I can't help you out here. I think they're silly and the people that give them are even sillier. You're reading If its against the rules to ask for points, wouldn't it then be against the rules to ask for "downratings"? And if you get down ratings, the question should be rejected and you should get those points back. Right?
