Can i sue someone for name-calling, taunting, and just plain aggrivaion?

Yes. Sue for harassment and slander and defamation. Which category I guess depends on what they been saying.

You would need evidence. If this is an on going problem you could call the police for their continued harassment.This could make them stop. Suing them would be a civil matter and probably a waste of time.
