I think so. If they're part of a car dealer association then they need to abide by the rules of that association. If not then they cannot by law sell an unsafe vehicle if they knew it was unsafe. When I worked at a dealership they paid to have all used cars inspected by BCAA (about $75/car) and gave the inspection sheet, no matter how bad, to the customer before they bought the car. For the record they had all problems repaired and showed proof to the customer as well. I don't know where you live bit I know that at least here they cannot knowingly sell an unsafe vehicle.
