theoretically, everyone. although i've had no trouble traveling in the cities with virtually no french and understand that univeristy classses are taught in english, with the option to take the exam in french.

I'd say none of them, but they do make an effort. (Joke) Most people in Québec speak French and many are bilingual (French and English). In Montréal it`s approx. 30% anglophone, whereas in Québec only about 2% are anglophone.

According to the 2006 census, in Québec, there are 7,435,900 people, of which 5,877,660 have French as their mother tongue, which comes to approx. 79%. Now there are plenty of people who speak French whose mother tongue is something other than French.
