Depends on which one is dead the one who told the secret or the one who is keeping the secret. Then again the one who told the secret could just tell another person after the one they told is dead. I believe the statement to be false. Unless both the people are dead.

No the dead person cannot keep anything. So two cannot keep the secret if ones dies. Then it would be up to the living person to keep the secret until he/she dies.
