My first thought was that it would be bound to be a tie. They would both collapse exhausted at exactly the same point. But then the whole point about paralell universes are that they have small differences. Maybe one of the Chuck Norrises would be significantly less capable than the other. Maybe one would be an alcoholoic, or one would by psyched out on steroids and that would affect the result. In all such scenarios you can count on the eventual winner being Chuck Norris

Probably Chuck from the parallel world. Betting on average, the condition of the parallel world is likely a great better deal improved over this one.

At the moment of impact (first hit or kick dealt) the space-time continuum would be broken and the universe as we know would no longer exist.

The original Chuck Norris would win. Parallel-world Norris wouldn't have any beard, which would make face hits more painful. Also, he would have long blonde hair. The long hair would obscure his view as he tried to pull off some roundhouse kicks, and would make an easy target for a point of grappling.
