I saw a video online about a guy walking up to a cop and then stick up a middle finger then the cop beat him with a stick as the guy in the car filmed the entire footage, is it police brutality or the guy at fault and the cop is allowed to do that?

The cop was not allowed to do that.

Giving the cop the finger, while innappropriate, is non violent, therefore the cop used more force that the situation required.
