How do you measure the height of someone in a wheelchair: do you measure from the bottom of the wheel, to the top of their head; or, do you have to lie them down on the floor - so that the chair is not a factor in the measurements?

I would think you would have them on an examination table, lie them down and measure them with a carpenter's tape measure. No one should be made to lie on he floor.

Why not measure head waist, waist to knee, knee to floor, (bottom of foot)?

Surely you just measure them flat from head to the bottom of the leg or foot if they have feet basically from head to the bottom of whatever form of leg they have
