first off go to your new neighbors house and talk to them and tell them about the situation. Hopefully they will fix it,another sugestion would be tp put upa fence. but try the first one, good luck.

Tell your neighbors to keep the cats in their house. If they seem like they don't care, tell them you are using poison to control the rabbits because you want to start a garden, and you don't want their cats to die from it.

Be on the ready with a hose or water pistol. They'll soon learn that your property is not one to be mucked around with. Fences dont tend to keep cats out if they want in (unless one of those expensive electric shock type ones which I'd never use)
