First, it is not good to date a person who is on the rebound. It takes time to heal from a love affair. But, if you feel he is over her, then give him a kiss.
i think you should wait for him to make the move to find out if he really likes you. you don't want to be just one of his rebounds.
wait, i know it sounds old fashioned but you can still allow the guy to make the moves, especially, since he is the one coming out of such a long relationship. if it is meant to happen, he will make the move.
Make yourself available to him, be his friend, show him you care.. wait until he's over her. It could take awhile. Took me a couple years after being with my ex for three. Don't be the rebound. Rebounds don't last, trust me.
