Watched an old WWII movie. James Cagney was Admiral Halsey. In one scene, he offers visiting officers a drink. When asked to join them he declines saying "I'm not eligible. Perhaps I'll be eligible when I visit your command." What does this mean?

    Since Cagney was Commanding Officer (Admiral)at the time,he was on duty and therefore could only offer hospitality to others.But etiquette would have meant that he could accept hospitality from the Commanding Officer of the other regiment if that were to be proferred, at their base. 'Your Command' is a term for 'your territory' in that context.
