No. each state has their own system of issuing auto license plates. the numbers are not re-used, except in the following conditions: handicapped, personalized or any other special license plate issued by your home state.

2nd Answer..... Checked a license plate for stolen. received a "hit" on the license plate number. After stopping the vehicle, it was discovered the stolen report for this identical same plate number, had been made in 1996. after checking the paperwork, an apology was given and the driver sent on his way. My original answer was no, but now its changed to yes.
