1st--you do need qualifications--or at least you should insure that you get qualifications---if you plan to accept other people's monies and set in motion a series of events that will use that money for what they have requested or desire.
2nd, AB is probably not the best place to ask for advice on opening a home-based travel agency that you are convinced does not need to meet any qualifications or standards.
Your desire to get into the travel industry is a good one but for the sake of any future clients, you will want to be educated, knowledgeable, qualified and certified in as many aspects of travel as possible so you can provide a service above and beyond what someone can glean from the internet themselves.
